GNPC and Partners Enhance Stakeholder Engagement on Offshore Operations
The Ghana National Petroleum Corporation (GNPC), in collaboration with its Jubilee and TEN partners Tullow Ghana, Kosmos Energy, PetroSA, and Explorco, is actively engaged in a comprehensive community outreach program. This initiative targets thirty (30) key fishing communities across seven coastal districts in Ghana's Western Region, underscoring the partners’ commitment to stakeholder engagement, local empowerment, and sustainable marine practices.
Launched on June 2, 2025, the program precedes a critical Ocean Bottom Nodes (OBN) survey in the Jubilee and TEN fields. This survey is essential for monitoring hydrocarbon migration and optimizing reservoir performance, thereby ensuring long-term resource optimization and the preservation of offshore infrastructure. As Ghana’s national oil company, GNPC plays a vital role in providing crucial safety information and reinforcing its commitment to the livelihoods of coastal communities and marine sustainability.
The outreach campaign, themed "Safe Sea, Sustained Livelihoods," is a collaborative effort involving several government and regulatory bodies, such as the Petroleum Commission, Environmental Protection Agency (EPA), Fisheries Commission, Ghana Maritime Authority, Ghana Navy, Marine Police, and the Canoe Council. These organizations are working together to ensure transparent communication of updated maritime protocols and security measures.
A primary focus of these sensitization sessions is the strict enforcement of safety zones around offshore installations. Fisherfolk are being educated on the repercussions of encroaching upon the 500-meter exclusive zone and the 10,000-meter advisory operational zone. Clear communication is being provided that any vessels operating within these restricted areas may face regulatory actions per maritime law.
GNPC’s Social Performance team has conducted targeted sessions with over 400 community members since these engagements commenced. These sessions provide educational insights into the rationale behind the exclusion zones and highlight GNPC's ongoing social intervention initiatives within coastal districts and other regions of the country. These efforts are synchronized with similar development programs led by GNPC’s upstream partners.
Through this concerted outreach, GNPC and its partners are cultivating a robust culture of safety, transparency, and shared responsibility at sea, aiming to foster safer waters, stronger communities, and a foundation for shared growth.
