GNPC and Ministry for Public Sector Reforms Align on Strategic Priorities and National Development

Tema, Ghana – The Ghana National Petroleum Corporation (GNPC) hosted the Minister of State for Public Sector Reforms, Madam Lydia Lamisi Akanvariba, in a strategic meeting aimed at strengthening institutional collaboration and aligning GNPC’s growth trajectory with national reform initiatives. The dialogue centered on GNPC’s key operational strategies, governance enhancements, and opportunities for synergistic partnership with the Ministry.

In his comprehensive overview, GNPC's Chief Executive Officer, Mr. Kwame Ntow Amoah, detailed the Corporation's forward-looking agenda, emphasizing a strategic pivot towards calculated operational risks to secure Ghana's energy future.

GNPC's Core Strategic Pillars:

Onshore Exploration Dominance: Mr. Amoah highlighted the Voltaian Basin Project as a primary example of GNPC's new strategic direction. The Corporation is currently operating independently in the basin after an investment of over 160 million USD in seismic and geological data acquisition, which has successfully identified 29 prospective leads. He noted, "The risk profile for onshore exploration is lower than offshore, and we are working towards a commercial discovery that would significantly enhance Ghana’s energy mix."

Arresting Production Decline: To counter the recent decline in national oil production, GNPC is pursuing a multi-faceted strategy. This includes increased investment, the deployment of advanced technologies such as AI and machine learning to optimize efficiency, and forging strategic partnerships. A recent Memorandum of Understanding (MOU) with Tullow and Kosmos Energy is a key component of this effort to boost long-term output.

Ensuring Energy Security: Recognizing that domestic gas demand significantly outstrips supply, Mr. Amoah confirmed that GNPC is actively exploring Liquefied Natural Gas (LNG) options to augment national energy resources.

Madam Akanvariba affirmed her Ministry's commitment to implementing a revitalized National Public Sector Reform Strategy (NPSRS). “We are focused on finalizing a results-oriented framework for reform, anchored on open governance, accountability, and gender inclusion,” she stated. The Minister underscored the importance of the accelerated implementation of a Comprehensive Gender Strategy to build public institutions that serve all citizens equitably. She commended GNPC for its pivotal role in Ghana's development and encouraged deeper collaboration to institutionalize impactful reforms.

Mr. Amoah also addressed critical internal priorities, confirming GNPC's dedication to the highest standards of governance. "With ongoing internal and other special audits, we are ensuring accountability at all levels," he remarked. This financial prudence, combined with a focus on digital transformation, is intended to position GNPC as a world-class, technology-driven organization capable of attracting new major international partners, citing growing interest from players like Shell.

On the issue of social responsibility, GNPC reiterated that securing its social license to operate remains integral to its mandate. The Corporation's commitments in health, education, and economic empowerment are vital for ensuring its activities are both inclusive and sustainable. Furthermore, Mr. Amoah acknowledged the traditionally male-dominated nature of the industry and affirmed that management is actively dedicated to advancing gender equality and ensuring female representation across all teams.

The meeting concluded with a mutual pledge to enhance collaboration, ensuring that GNPC’s strategic objectives and the Ministry's reform agenda work in concert to power the next phase of Ghana’s industrial and economic development.
